A good manga or anime like......?

Ghost in the shell Standalone Complex. It takes place around 2031 and it's in a time where almost all people have received cybernetic brain implants that allows you to connect with the "Net" which is a vast expanse of communication and information systems. Many people have cybernetic bodies. The anime centers around a called homeland security section 9, or just section 9, an ultra-elite group of police that deals with "special problems." The main story follows Section 9 as they try to solve the "Laughing Man" case.Six years before the show opens, a cyber-criminal held an executive of a micromachine company at gunpoint, then blackmailed several large corporations before disappearing. (Due to the animated logo he superimposed over his face during the broadcast, a smiling figure in a sideways baseball cap with an animated quote from Salinger's Catcher in the Rye ("I thought what I'd do was, pretend I was one of those deaf-mutes") running around outside it, the media dubbed the mysterious figure "Laughing Man".) it also has "filler" episodes that don't deal with the laughing man case but are still very good.
